The ram is a bit on the low side but I wouldn't imagine the CPU at 100%.
When you open the task manager to find that info, do you see many other applications running? Often times it will list what is running and how much CPU it takes up.
Does it dedicate 100% towards Scratch Live?

Does it make a difference if you are playing a song or not?
Does loading tracks, scrolling the library ect cause a spike?
Or is it just sitting idle and getting the spikes?

I would look into adding more RAM. A 1 GB stick is fairly cheap these days and relatively easy to put it. There are many how to tutorials on the net.
A few things in Scratch Live to tweak would be
Turn off Auto-fill overviews / Auto gain / Hi Fi Resampler
Raise the USB audio buffer to 15, move the maximum screen updates to 40.
I don't think it will be significant enough, but it could help some.
